Pacific Telecommunications Council '08



This year’s theme, Telecom with Vision, focused on the dramatic impact of interactive video and user-created content on telecommunications networks, markets and regulatory policy throughout the Asia-Pacific regions and around the world.

The conference was held at the Hilton Hawaiian Village Beach Resort & Spa from January 13-16, 2008.




Christina Higa, Norman Okamura, Shoko Kiyohara, and Minoru Sugaya provided a comparative analysis of Universal Service mechanisms in Japan, the European Union and the United States. They spoke on different types of Universal Service programs aimed to improving access and affordability of telecommunication services.

The discussion then opened to the audience contributions on issues of Universal Service and development focusing on appropriate and feasible mechanisms for developing economies in the Pacific.
